That's right. The bracket is L-shaped. It's got a couple rubber pads that
rest against the front of the bumper.

I looked to see what the story was - there are two holes on the BOTTOM of 
the bumper that look as though they might hold a bracket, but there is no 
way the plate would go right on there... Please advise.
