1. You don't mention a price range so it's hard to give you
recommendations on tires. I liked my Dunlop SP6000's that I got for
my Jetta, but am informed the SP9000 would be a better tire if you
don't intend to use it as a snow tire.

(The consensus has been: get a dedicated snow tire for the snow, and
just get a good summer tire for the summer and rain.... I say summer
tire because summer tires do better than all-season tires in the rain
typically because all season tires are tuned to perform well in the
snow--- summer tires are more sticky, and do better on moisture,
technically, than the all season tires do)

Other tires to consider based on previous discussion on the list:
Toyo Proxes (wear fast, and may be louder than other tires), Michelin
Pilot XGT Z4/V4 series, and of course, the Pirelli line. The
Asimmetrico's are a very nice high end tire. Otherwise, the P700 is a
low cost, decent tire, but does wear quickly. They are so cheap, it
may not matter though.

2. Performance upgrades. Tires is a good upgrade. If you want to keep
it stock, you won't be able to do suspension upgrades. So the other
thing to consider is a K&N air filter. Just drop it in, and get
anywhere between 4hp and 10hp across your power band. Probably closer
to 4 than to 10 for most cars. Other than that, you might consider a
Garrett or Techtonics chip. It's easy to pull if you need to, but
it's good for gobs of power, as long as you're willing to stick to
Super gas.

That's about as much wisdom as I can offer in four paragraphs
considering the parameters you specified. Good luck.
