questions about car dying (please help)

    Hey, do all Jettas' panel lights (speedo illum, illum of switches, etc.) 
come on as soon as the key gets to the ACC spot? I'm concerned (never paid it 
any mind before) because when I turn the key to ACC, the dash lights up, and 
my parking lights come on. When I release the hand-brake, of course the DRLs 
come on, as do the taillights??? I really was confused the first time I drove 
it, because I'd never seen the dash illum or tail lights w/ DRLs. I can (and 
have) driven miles upon miles before realizing my full headlights weren't on. 
Hard to tell from inside when the dash lights are on... Is this the way it's 
supposed to be?
    Also, when I start the car in the am for the first time, my engine (when 
I give it gas) makes an overwhelming electric motor hum - goes away after 
twenty or so seconds while driving. What's up with that? Again, something 
I've never seen or heard before on other cars (except, of course, the 
electric ones - golf carts, etc.).
