How does this thing work

I see that Cleveland has pick No. 11 and we have pick No. 8.  Of course
Cleveland can take our pick.  If they do, what do we have, the
mysterious second round pick or nada.  If they don't what happens next?
We keep out pick, but do they get it next year?  Or when?  It seems like
to me that Cleveland might be able to trade up with two picks in the top
11.

What do all of us GMs think will happen?\
